[theme music] [audio logo] >> from the bay area's local news station. you're watching kron. 4 news at all. tonight at 5, an investigation is underway in oakland after a deadly freeway shooting takes place overnight. adding to what's already been a. >> a very busy week for law enforcement there. thanks for watching. kron. 4 news. i'm vicki liviakis and i'm grant lotus kron four's haaziq madyun spoke with the chp. the agency investigating this latest deadly freeway shooting. >> a deadly shooting investigation in oakland again. once oakland police department arrived on scene to

their call, they did locate a male who is deceased within vehicle. >> the vehicle, a white van was the focus of police investigators at around 11:30pm, wednesday night 51st avenue and international boulevard. california highway patrol officer andrew barclay explains why chp investigators were called to the scene by opd through their initial investigation determined that. >> what they had located in the city limits likely started as a freeway shooting on i-580, with in oakland. this is the 5th deadly shooting in oakland this week including an incident outside of city hall killing one man and critically wounding another. >> both of whom are in their 20's. i think we need to be looking >> bringing in and having a either a work session or summit run public. the public safety crisis in oakland, alameda county supervisor nate miley called on the oakland city council to convene an emergency public safety

meeting last month and was hoping to get an invitation. >> he says. >> neither happened now. it hasn't happened like that. a number of conversations with the president of the city council. but i think at this point in time, oakland, as both a taxpayer resident and i'm just i'm once added cell and i can take it anymore because it's not apparent that we have a public safety crisis. i don't know what it's going to take for our elected and appointed officials in the city government and open to recognize students. >> supervisor miley says the city council wants the emergency public safety meeting to be held at the board of supervisors. chambers instead of oakland city hall. yes. >> and we'll take that first step. >> he says that meeting is scheduled to take place on october. 27th in the meantime, investigators with the chp say they have no suspect information or a motive for this deadly shooting. anyone with information is asked to contact the california highway

patrol. has made you kron 4 >> the city of oakland's department of violence prevention is receiving much needed funding in its fight against violence. the gilead foundation in partnership with the oakland public fund for innovation has awarded a 3 year 3 million dollar grant to invest in what they call health equity strategy. oakland's mayor libby schaff issuing a statement expressing her gratitude saying, quote, we're grateful to gilead and the oakland fund for public innovation for supporting the vital work of oakland's department of violence prevention too many oakland or suffer the trauma violence and so healing this trauma and disrupting the cycle is critical work. >> his hand is a police say they issued 21 citations yesterday to drivers for not yielding to pedestrians and other violations. this comes less than a week after an 8 year-old little boy was hit and killed by a driver near his elementary school. san jose police say they are cracking down on unsafe driving and some even acted as

pedestrians as part of their crosswalk enforcement. this is video at center in san gregorio away. police say 50 officers in their traffic unit. we're out there patrolling the area. >> well, the peninsula, hillsborough police say there's been a spike in home burglaries there. they reported least 4 homes were hit this month. it all 4 cases. the thieves smashed the back window to get in surveillance cameras show multiple people involved here. they were seen driving a gray or silver four-door sedan. anybody with information is asked to contact hillsborough police a second powerful earthquake hit mexico this week sending frightened residents into the streets of mexico city. >> in the middle of the night, the 6.8 quake hit about 170 miles away in misha. kahn state at about one 30. am there local time. at least one building. there has been damage some landslides on the highway were also reported. 2

deaths have been reported. one of them, a woman who fell down a flight of stairs and a man who had a heart attack. today's earthquake hit near where the 7.6 temblor struck on monday. also causing 2 deaths. >> and here in the bay area a little over a week ago, there was that 4.2 magnitude earthquake that rattled in and around santa rosa. you see some of the damage. you're nothing like the quakes in mexico, certainly. but still enough to get your attention scare some people. but how about all the other really big quakes around the world. recently, you had a 6.6 magnitude quake in china. a 7.6, jill in papa new guinea here. you had a 6.5 6.9 quake son, taiwan and a 7.6 shaker. also in mexico, followed by a 6.8 aftershock early this morning. what's it all mean? kron four's dan kerman checked in with the experts and has the story 3 days after a 7.6 magnitude earthquake centered in con rattled the people of

mexico. >> they were back in the streets again and surveying the damage after a 6.8 magnitude aftershock hit thursday morning. this part of mexico, country just like california's u.s. geological survey, geophysicist doctor morgan page says, well, 6.8 might be the biggest of the aftershocks. mexico could see more shaking over the next weeks and months. she says this recent activity is too far south to have an impact on california. but quakes closer to the border have had an impact in the past when california was certainly affected by an earthquake in mexico. that happened in 2010. >> this is that to happen in behind american department. quick happened on easter and it lit up the number of false that cross the border into southern california. an aftershock spread into southern california from that earthquake. >> mexico, 6.8 aftershock in 7.6 quake are just a few of the major temblors the world is seen in september with china, taiwan and to all

seeing magnitude 6.5 or greater quakes. but page says this is not unusual. typically we have about 10 magnitude 7 or greater earthquakes each year worldwide. >> and so far i checked in 2022, we've had 7. 7 or greater earthquakes. so we're right on track to have a very average here. and if the world sees 10 magnitude 7 ce this year, she says we can expect 100 magnitude 6 or greater earthquakes. >> just a reminder to always be prepared, especially in earthquake country. dan kerman kron, 4 news. i'm talking about the weather here now conference chief meteorologist lawrence karnow. it. >> yeah. how about that? fall is turning out to be some beautiful weather. of course, almost officially fall here in the next hours till the last day. our summer here, lots of sunshine out there right now. all the way to the coastline. beautiful weather, as you make your way toward the beaches of we are in for spectacular weather the next couple of days. high pressure building in that ridge is going to send

these temperatures soaring outside. look at numbers. 60's along the coastline got sunny skies in half moon bay and pacific. and that's pretty typical this time of year just over the 80 degrees and 7 tail 81 in concord, 70 in downtown san francisco. 74, beautiful number there. and timber on 81 in novato. 82 degrees in the napa valley. but we are going to see what looks like. a nice trend here as high pressure builds overhead. so the stormy weather, that area of low pressure that brought the showers yesterday that has moved out of town and long gone now and as we settle in toward the next few days and get ready for the weekend. that ridge of high pressure going to build in overhead. and that means we've got a lot of sunshine coming our way, right? there are a couple storms there. the gulf of alaska developing right now looks like that ridge is really going to take over here in the next 24 hours. really bumping all those storms. well, to the north that is going to leave us on the warm side all around the bay area. just a couple of patches of fog in the morning hours. but if you're headed out this

evening, enjoy the beautiful mild weather. in looking at nice temperatures as the sun set just after 7 o'clock tonight, even by 8 o'clock. still, some of those temperatures holding in the 70's in the valleys and the bay. some patchy fog is on the way. we'll have more on that and look towards the weekend. coming up in a few minutes. thanks. alerts. now to a follow-up on a story we brought you earlier this week. the acting superintendent of the oakland unified school district. >> condemning the woman who removed flags of for latin american countries from a school as kron. 4 reported monday. a video first posted to instagram shows the incident happened at havens court middle school in east oakland. the video shows a woman taking down mexico, guatemala, el salvador and honduras, flags the flags up to celebrate hispanic heritage month. the oakland police department is investigating. state wildlife agencies met virtually today too discuss ongoing concerns with wild pigs causing property damage up and down the state. now

those pigs gone wild in concord, one, the neighborhood has been dealing with these feral hogs. >> ripping up lawns for nearly 2 months our first believed gaal shows us the steps that homeowners are taking to protect their lawns. >> often they destroyed the long. so i have to remove the has given up on ever having a traditional lawn. again, this after wild pigs on nearly a half dozen separate occasions have dug up his grass and conquered the past 2 months. thousands dollars in repairs it is switching to bark and drought-resistant landscaping. other neighbors have added nets to their lawns to keep the pigs from feasting on their property. >> and the canyon creek neighborhood homeowners association, has hired a trapping company to lay traps in the community. but the pigs have alluded capture and have been seen in the area as recently as last week. probably 75% of my lonnie was destroyed. wild pig damage is a statewide problem. on thursday, the california department of fish and

notifying close contacts. kron four's rob nesbitt spoke with infectious disease expert doctor peter chin. hong to get his reaction to this. rob joins us live from the newsroom. rob, what's the deal? no one is immune to covid including mayors and supervisors, especially with full schedules that often include meetings with several people and attending large events. >> on monday, oakland mayor libby schaff was one of hundreds of presidio middle school for the sales force event. you have made all of us dream big. >> her office putting out a release today that she tested positive for covid after experiencing symptoms this week. doctor peter chin-hong says covid numbers may be lowering but mayor schaff case is a reminder that spread is still possible. the most vulnerable people i'm worried which is immune compromised and those who are they're particularly and have been said mayor schaff isn't the only politician who received a positive covid test result this week, santa clara county supervisor cindy chavez, his office says she is experiencing mild symptoms and

>> meeting to decide whether to extend that mandate beyond october. first, just this year, bart decided to extend the mandate already twice, went with the first extension back in april. that last until mid july little laps than the agency decided to keep the mandate until october. but most riders say they're fine with the mask rule. at least the ones we talked to kron four's will tran spoke with folks, these bart about the agency's latest decision. i do agree. >> we're going to medical field. so i see what happens in the hospitals to the loss people coming in. so i think it's a good idea is to have it extend why you say that because i think it's it's and don't feel comfortable not wearing a mask. and bart scott christmas. >> passengers are only required to wear a mask on the platform and inside trains. the mandate again will and at least right now, if they don't extend it on october. 1st.

>> hurricane fiona is now a category 4 storm as it moves north just past the caribbean on its way to canada's atlantic coast. the mission is now shifting from rescue to recovery mode. most of puerto rico still without power tonight, half of the people down there do not have access to any running water. there's also major damage being reported in turks and caicos, at least 5 people were reportedly killed in this storm. federal officials are on the island right now promising not to leave until the rebuilding is done. >> all right, lawrence is back with us now. and, lawrence, that storm pummeled so much of the caribbean is not done. no, in fact, it's a lot stronger now and it's kind of taken its eye toward bermuda. in fact, they're already starting to feel some of the effects of hurricane fiona out there right now. it is now a category 4 storm making a major hurricane category. some of these feeder bands out around the outside of the hurricane now rolling past bermuda, bringing them period, some heavy rain, some gusty

winds, but not feeling the true heaviest winds from the storm system there right around the core of the storm. in fact, extending out about 45 miles from the center. that's where we're seeing the hurricane force winds. that's what we're tracking this very closely. of course. here's your ivory a feeling right now and further out to the east there, you can see about 227 miles away. you're looking the bahamas signing of bermuda. so we are looking at the storm system, hopefully staying in a track that's far enough away that they do not encounter those hurricane force winds. i think that's actually going to be the case. here's the very least something on a sustained winds of 130 miles an hour. so it hasn't changed a lot since last night, but this is a very intense storm right near the core of the system. here's bermuda. here's the latest forecast track. and it takes a pretty close. but really outside the island here, but they're going to see these bands rolling across bermuda likely going to see some very localized flooding there, but they're going to miss the worst. looks like field as it

stays off the coastline expected continue to track to the north, a weakened slightly, but then coming on shore in nova scotia. expect to see some flooding there that looks like it will take some time to get there. it's going to work its way through the atlantic on friday. and then by saturday morning that coming on shore, possibly as a category 2 storm with could be a very damaging storm in canada. guys, back to you. >> all right, lauren, still ahead, a car slams into a san jose apartment. we'll take a look at the shocking scene. what caused the crash? people

living in san jose, 7 trees, neighborhood boy, that got quite a shock overnight. scary police say driver who was under the influence just plowed into their apartment building. kron 4 camila barco has the latest on the investigation. >> 9 people don't have a place to call home because of a driver who was under the influence plowed into their apartment building. but officers were able to find the person responsible. and now that person is being charged. >> i was up in my that that neither and noise. >> ramey says he was awoken by a car crash on crab apple way in san jose just around the corner from his place and then came out. >> the whole evidence and then make it outside his home. >> visible tire tracks on the grass showing where the silver

sedan left the roadway before slamming into the apartment building around one 45 thursday morning. i don't. >> i mean, you know what? >> the car apparently drove through an intersection into this black parked car and crashed into a townhome. says the cause of the crash, a loose tire hit an apartment unit causing their glass windows to break and his kitchen cabinets to fall off the florida this of wills and lose. >> thankfully, nobody was hurt. it's not clear how many were in the car, but investigators say they left the scene after the crash. officers found the driver nearby and took them into custody for driving under the influence. one passenger was taken to the hospital with minor injuries. >> and because of the damage is a 2 of the apartments had to be red tagged, which means the residents can not be in there because it is deemed
